An Academic Platform Shaping the Future of Health Technologies
BAU HTA (Bahçeşehir University Health Technology Assessment Platform) is an interdisciplinary academic platform established to advance activities in the fields of Health Technology Assessment (HTA), Health Economics and Outcomes Research (HEOR), evidence-based decision-making, value-based healthcare systems, market access strategies, health policy, and healthcare innovation.
The platform aims to facilitate the effective translation of scientific knowledge into healthcare decision-making processes, promote the comprehensive evaluation of health technologies from clinical, economic, ethical, and societal perspectives, and contribute to the development of national and international capacity in these areas.
Operating under the umbrella of Bahçeşehir University, BAU HTA seeks to bring together academia, public institutions, healthcare providers, the pharmaceutical and medical device industries, technology developers, civil society organizations, and international stakeholders to create shared value within the healthcare ecosystem.
The primary mission of BAU HTA is to conduct scientific research in health technology assessment and health economics, develop educational activities, provide consultancy to decision-makers and institutions, foster national and international collaborations, and strengthen Türkiye’s institutional capacity in these fields.
By supporting the development of evidence-based approaches that contribute to the sustainability of healthcare systems, the platform provides academic leadership in promoting effective, accessible, and value-based healthcare transformation.

Health Technology Assessment (HTA)
Evaluation of the clinical, economic, and societal impacts of new pharmaceuticals, medical devices, digital health solutions, diagnostic methods, and healthcare delivery models.
Health Economics and Outcomes Research (HEOR)
Economic analyses, cost-effectiveness studies, and real-world evidence research aimed at assessing the efficient use of healthcare resources.
Market Access and Value-Based Healthcare
Research on the integration of health technologies into healthcare systems, reimbursement policies, value-based healthcare approaches, and market access strategies.
Health Policy and Decision Science
Policy analyses, decision-support mechanisms, and evidence-based healthcare management practices designed to improve healthcare systems.
Education and Capacity Building

BAU HTA Contributed to HTAi 2026 Istanbul as the Institutional Partner and Academic Host
Bahçeşehir University Health Technology Assessment Platform (BAU HTA) played an important role in the Health Technology Assessment International (HTAi) 2026 Annual Meeting in Istanbul as the Institutional Partner and Academic Host.
As part of the meeting, Bahçeşehir University (BAU) Beşiktaş South Campus hosted the HTAi 2026 workshops and related academic activities. Through this role, BAU HTA contributed to knowledge exchange, capacity building, and academic engagement among international experts, researchers, public-sector representatives, industry stakeholders, students, and professionals working in health policy and decision-making.
BAU HTA also contributed to the moderation and facilitation of the full-day workshop titled “Institutionalizing Health Technology Assessment (HTA): Overcoming Barriers and Strengthening Systems.” The workshop addressed HTA institutionalization, decision-making processes, governance models, barriers to system strengthening, and cross-country experiences. Asst. Prof. Birol Tibet took part in the international team that led the workshop.
Within the program, BAU HTA also organized a satellite symposium titled “The Future of Health Technology Assessment (HTA) in Emerging Low- and Middle-Income Countries (LMICs): The Strategic Role of Universities in Shaping System Capacity and Collaboration.” The symposium explored how universities can contribute to HTA capacity in emerging health systems through education, evidence generation, stakeholder dialogue, regional collaboration, and system maturity.
The symposium was moderated by Asst. Prof. Birol Tibet, faculty member at the Department of Public Health, BAU Faculty of Medicine, and Founding Director of BAU HTA. The session featured Dr. Debjani B. Mueller, Vice President of HTAi; Dr. Héctor E. Castro J., Member of the HTAi Board of Directors; and Assoc. Prof. Nuriya Musina, Managing Director of Accesstra Health Institute.
Throughout HTAi 2026, BAU HTA contributed to international academic and institutional dialogue in HTA, health economics and outcomes research (HEOR), market access, evidence-based and value-driven health decisions, policies, and innovation.
BAU HTA aims to build on the academic and institutional dialogue initiated during HTAi 2026 Istanbul through future activities in education, research, advisory work, policy engagement, and regional capacity building.
